I did get access to a badly translated English version of the mod "Republic of China 1924" back in octobre 2017. A Vietnamese guy had uploaded it on Mediafire and i got it from there for free. If you own Empire at War on Steam, you will find many of these mods on not on par with the final mod we will be examining, Republic at War
